Mr. Randby,

Thank you for your e-mail regarding traffic signals and the proposed signal near the Food City in the City of Loudon.

As previously discussed with you the City is responsible for maintenance and operations of traffic signals and warning signs within their incorporated limits even on US and State Routes.  The Department made the City aware of your comments and suggestions for additional improvement.  I apologize that they have not responded back to you in regard to your concerns.  I will again forward your request to Mr. Mills with the City.   If you have further questions or comments regarding this location please contact me at (865) 594-2456 or  Nathan.Vatter@TN.gov.   Thank you again for your e-mail and concern for highway safety.

Sincerely,

Mr. Vatter,
Thanks for your prompt reply. ( But no comments from Loudon City.) I am a little disappointed that TDOT has given preliminary approval, according the report in the News-Herald dated Dec. 27, 2011, of a new traffic light on Harding Machine Rd. (in front of Food City) and US 11.   I have just looked over the Loudon City 2011-12 budget and they have allocated a total of $4.500 for Traffic Light Repair! This is not even enough to replace the sensors on US 11 and State Route 72 that prompted my first email. With about half of their traffic lights in need of repair or updating I doubt this light is in the best interest of the driving citizen of Loudon and everyone else that is using US 11.   Please urge the TDOT to wait until the traffic count warrant a new light.   If there is an accident I guess the city could be sued for not updating the yellow intersection signs on the approach of Harding Machine Rd.,  reflecting the new new road entrance to FC.
    Sincerely
Rolf Randby

Subject: Re: Loudon City traffic lights........

Mr. Randby,

Thank you for your e-mail and inquiry regarding the maintenance of traffic signals along State and US Highways within the City of Loudon, TN.   While the intersection of US 11 and State Route 72 is an intersection of a US and State Route, the maintenance of the traffic control signal is the responsibility of the City of Loudon.  The State of Tennessee does issue permits for these devices to be placed along our right-of-way to ensure they are placed in accordance with federal and state standards.  Since this would be the City's responsibility I have forwarded this information to their staff for their consideration.   I appreciate your concerns and please let me know if you have any additional questions or need further assistance with this request.   Thanks, Nathan   Nathan Vatter, P.E.

Dear Mr. Furtic,
I have been citizen of Loudon City for over 20 years and I have for all that time had no luck getting the city to repair the traffic light at the intersection of highway 72 and 11.  It is operating in the timer mode 24-7, even though there are several sensors in the road bed. I am not going into detail of how frustrating this is, especially in off hours when the traffic is light.   Most of the people in the city government that I have talked to tell me it is the states responsibility or that they will get back with me, of cause they almost newer do.   So my question is simply this: "who is responsible?".

P.S.  There are other city traffic lights that are not up to code as well and now they are petitioning to get a new light on highway 72. (in front of a new Food City)
